Suryaa Business Desk: The Union Ministry of Commerce has taken steps to resolve the classification dispute regarding bulk Scotch whisky imports, which has been a sensitive issue in the proposed India-United Kingdom (UK) Free Trade Agreement (FTA) negotiations. The government is working to finalize a specific Harmonized System of Nomenclature (HSN) code for bulk Scotch whisky imported from Britain. This initiative aims to balance import duty concessions with the interests of local alcohol manufacturers.
Bulk Scotch whisky imported in containers and barrels is currently blended with local Indian brands. Technical ambiguities regarding the import classification of these products have led to ongoing difficulties in calculating customs duties, resulting in disagreements between customs officials and importers. To address this, the commerce department has decided to assign a clear and transparent HSN sub-heading to ensure that duty reduction proposals do not negatively impact the domestic market.
Official sources indicate that this decision is intended to align with international trade regulations while protecting the interests of Indian spirits manufacturers. The proposed framework aims to prevent domestic industries from being affected by large-scale imports of inexpensive whisky blends. Simultaneously, the agreement may include specific limitations and quality standard requirements regarding the market access demanded by the UK.
Industry experts anticipate that resolving this tax dispute will be a significant step toward finalizing the long-pending India-UK bilateral trade agreement. Clarity on the taxation policy for bulk alcohol products is expected to create a favorable environment for investment. The final details of this arrangement are likely to be officially announced during the next round of negotiations.
