EU Warns TikTok Over Algorithm Concerns and Potential Fines

Suryaa International Desk: The European Union has raised serious concerns regarding TikTok’s recommendation algorithm, alleging that its "For You" feed design contributes to a "rabbit hole effect." Preliminary investigations by the EU suggest that this mechanism may violate the Digital Services Act. The commission has warned that if TikTok does not implement immediate changes to its algorithm design, the company could face significant fines.

The EU technology department stated that the algorithm continuously streams similar content based on user clicks and watch time, potentially trapping users in a cycle that is difficult to exit. The regulatory body expressed concern that the repeated display of sensitive content—including material related to depression, loneliness, mental distress, eating disorders, and body image—negatively impacts the mental health of minors and vulnerable youth.

The commission further noted that TikTok has failed to provide users with clear options to control their content preferences. EU authorities have ordered the platform to redesign the "For You" feed to prioritize user preferences rather than relying solely on engagement metrics, and to make control buttons more accessible. Failure to comply could result in fines of up to 6 percent of the global annual turnover of ByteDance, TikTok's parent company.

TikTok management has rejected the allegations, stating that the commission’s preliminary report distorts the facts. Representatives for the company asserted that their platform operates based on safety systems and user protections, and that tools for users to manage their feeds are already in place. TikTok stated it will challenge the EU’s allegations legally. Meanwhile, the EU is conducting parallel investigations into Meta’s platforms, including Instagram and Facebook, regarding the effects of their algorithms.
